Welcome Trustees Liam Li and Sarah Frazar

The World Affairs Council's board of trustees is proud to announce the addition of Liam Li, CFO and Managing Director, Himalaya Capital, and Sarah Frazar, Group Leader for the Global Security Technology and Policy Group, Pacific Northwest National Laboratory (PNNL). "Sarah and Liam will provide invaluable perspectives to the Council and help us to advance our mission of global understanding and engagement. We are delighted to welcome them both!" says board vice chair Tom Lombardo.

Liam Li comes to the Council with more than 25 years of business experience across the United States and China. He worked for major U.S. public companies in China and the United States, a Chinese major manufacturing company in the United States, and he co-founded a small business in Shanghai. Li has been active in Seattle metropolitan area nonprofit organizations such as Rotary Seattle 4, Northwest Chinese School, UCAWA, and the Washington State China Relations Council. His passion is to build bridges among international communities, especially between the United States and China, and promote economic and cultural discussions.

Sarah Frazar is the Group Leader for the Global Security Technology and Policy Group at the Pacific Northwest National Laboratory (PNNL). In this capacity, she manages a team specializing in national security policy, training, stakeholder engagement, and technology integration. Her work has addressed topics such as synthetic biology, distributed ledger technology, artificial intelligence, additive manufacturing, data privacy, and cybersecurity. She specializes in international safeguards policy and implementation, with a particular focus on establishment of State Systems of Accounting for and Control of Nuclear Material and nuclear infrastructure development. Before joining PNNL, she was the deputy team lead in the International Nuclear Safeguards Engagement Program and a Nonproliferation Graduate Program fellow at the National Nuclear Security Administration. She started her career in national security serving as a researcher at the Center for Strategic and International Studies; development director and investigative reporter covering national security issues at the National Security New Service; and White House intern.
