Jess Rogers
Jess Rogers is an international lawyer specializing in arms control and nonproliferation. On the Treaties & Agreements team at PNNL, she currently contributes to CBRN security projects for the U.S. Department of State, Department of Defense, and Department of Energy. Prior to joining PNNL, Rogers helped implement treaty obligations at the U.S. Department of State’s Bureau of International Security and Nonproliferation (ISN). Prior to that, she promoted nuclear arms control policy at the Nuclear Threat Initiative. Her previous volunteer experience includes serving as an NGO-delegate to the United Nations, as a mediator at the Superior Court of California, and on the board of the Hastings Public Interest Law Foundation. Rogers holds a J.D. from the University of California, Hastings College of the Law, a M.A. in Security Studies from Georgetown University's School of Foreign Service, and certificates in International Law from American University and the University of Oxford.
