Jessica Burniske
Jessica Burniske is an international lawyer specializing in international humanitarian law, human rights, arms control, and nonproliferation. At the Pacific Northwest National Laboratory (PNNL), she contributes to projects related to nonproliferation and CBRN threats for the U.S. Department of Energy, U.S. Department of Defense, and the U.S. Department of Homeland Security. Prior to joining PNNL, Burniske served as the Senior Law and Policy Associate at the Harvard Law School Program on International Law and Armed Conflict, where she conducted research on the intersection between international humanitarian law, human rights law, counterterrorism frameworks, and humanitarian action. She also served as a Policy Advisor in the U.S. Department of Homeland Security’s Office for Civil Rights and Civil Liberties, where she developed policy recommendations for the Department and its components to ensure the protection of civil rights and civil liberties. Burniske holds a J.D. from Boston University Law School and a B.A. from the University of Texas at Austin.
