Kirkpatrick Senior Fellow in National Security Studies at the Council on Foreign Relations in New York, will lead a luncheon conversation on what the United States can learn from its failure to embrace a “hearts and minds” strategy during the Vietnam War. Mr. Boot is the author of The Road Not Taken: Edward Lansdale and the American Tragedy in Vietnam.
