Patrick served as the Representative of The Food and Agriculture Organization of the United Nations (FAO) to Pakistan from September 2013 until his retirement in April 2017. Prior to Pakistan, Patrick headed the FAO country offices in Sri Lanka and Maldives as Representative from July 2008 to August 2013.
About the Speaker: Patrick holds a M.Sc. Degree in International Forestry from University of Idaho and a B.Sc. Degree in Forest Science from the Pennsylvania State University. Patrick started his professional career in 1977 with APM Forests in Victoria, Australia and later joined the USDA Forest Service in Washington and Idaho, USA. In 1981, Patrick moved to Paraguay, South America as a Forestry Extensionist with Peace Corps.
Patrick joined FAO in January 1988 as an Associate Professional Officer in Nepal. He became the Training/Extension Expert for the Terai Forestry Project in Nepal in 1990. Afterwards, he worked for several years in Jamaica, then Tonga, Bhutan, Cambodia, East Timor, and Mongolia before arriving in Sri Lanka in July 2008. Most of his field career, prior to becoming Representative, involved leading agroforestry and community based natural resource management programs.
In 2005, Patrick received FAO’s highest award for outstanding field work – the B.R. Sen Award - for the development of community-based natural resource management on the Tonle Sap Great Lake in Cambodia.
As FAO Representative, Patrick developed a large program in Sri Lanka centered around livelihood and food security recovery for the north and east of the country impacted by years of conflict from the war between Government and the Tamil Tigers. In Pakistan, additional extensive livelihood recovery work was undertaken in the areas bordering Afghanistan impacted in conflicts with the Taliban. Pakistan was a large program with some 300 FAO staff providing support to the Government in agriculture, fisheries, livestock and forestry development. As a member of the UN Country Team, Patrick worked closely with Heads of other UN Agencies and Government for the implementation of the UN’s Sustainable Development Goals (2015 – 2030).
